- Trained laboratory coordinators, equipment inventories and maintenance routines.
- Site preparation, physical security, accessible layouts and dependable power.

Proceed after a site assessment confirms space, power, supervision, security and recurrent operating resources.

Learners and teachers use functional laboratories regularly for planned learning activities.
